She is looking at the waves that seem to be trying to crash the tiny island and the city clustered on it. This particular piece of yours is simply a symphony of your talent.

First word which come into me head, when I'm looking into the picture is loneliness. It look little like she was separated from the world, there is distance between them because of the ocean. And place where she is is like a prison, where she is alone and can't run away...

First thought: "Oh, it's the girl from Save Me again!" And she's still leaving darkness in her wake, though she appears to have it more under control now. Perhaps she had to run from her home, that city, because she couldn't contain that dark power, and it threatened to destroy everything she loved. So now she wanders, alone, careful not to get too close to anyone.
Or maybe the city is in ruins, and she's staring across at the reminder of her failure.
Or! Maybe the curly bits in the water and mist are some kind of dark-dragon thing that she's summoned to get revenge on the people that hurt her.
